Understanding EVV Requirements By State
The 21st Century Cures Act federally mandates Electronic Visit Verification (EVV) for all Medicaid-funded personal care and home health services. However, the Federal government allowed each state to design its own EVV implementation. This resulted in massive confusion for agency owners trying to understand EVV requirements by state.
States generally adopted one of two models:
- The Closed Model: The state forces all agencies to use a single, state-sponsored EVV vendor (e.g., Sandata or HHAeXchange). These portals are often clunky and lack the payroll and billing engines needed to run a complex agency.
- The Open (or Choice) Model: The state provides a free system, but legally allows agencies to purchase an Alternate EVV (Alt-EVV) system, as long as it integrates via an API to the state aggregator.
